副卡rfe提交超过两个月绿卡还没批

遇到一个极其罕见的情况，副卡rfe交上去超过两个月了，还没批准

pending一个月的时候问了infopass，说法前后矛盾，第一次去说everthing looks
normal, does not seem like background check，下一次去的时候也是说pending for
adjudication, 在我的再三追问下说出了background check。为了问个清楚，之后找
了议员。得到的答复

USCIS records indicate that an element of the additional review process was
initiated in Ms. XX’s Form I-485 case; and it is not yet complete.  After
this process is complete, the Alien File containing the Form I-485 may be
referred to an administrative review to have the case assigned to an officer
for adjudication.  We are unable to determine the date on which Ms. XX’s
Form I-485 case will be assigned to an adjudicating officer or when the
adjudication process may be completed.  If your constituent does not receive
a decision or other notice of action within 90 days, you may contact us for
an update.  

大家帮忙分析分析
1. 这个是regular background check的意思吗？还是485的材料出了什么问题？
2. 如果是background check一直没有clear，那为啥先给发个rfe呢？
3. 这个是掉进黑洞的节奏吗？这种情况大概多久能批

LD等的焦急，感觉家里只要有一个人还没拿到卡另外一个人即便拿到了也没啥意思。。。
