HR的质疑 eb1b

准备找公司申请EB1B, 我的条件应该没问题。但是公司以前没有办过eb1b, 然后自己查
了申请公司的要求。
USCIS上面写
“The EB1b requirements state you must be entering the US in order to pursue
tenure or tenure track teaching or comparable research position at
university or other institution of higher education.  ”

HR说公司不符合，但是公司是有RD部门的，他说公司不是高校，研究机构。 我怎么说
服他呢？ 很多公司也不是高校，很多合同工公司都能办， 但是我是不是要列出一些证
据说明公司能办eb1b呢？


第二个问题：

HR说：
We would have to prove your position is for research and that you would
permanently be in that position.  I am not confident your role is strictly
research based and cannot commit any associate to a particular permanent
role as business needs change. 

我的职位内容不完全是RD， 但是有部分RD. 也会发paper. 然后HR说我职能不是RD, 要
manager同意。 还有就是permanent 的问题。 他字面理解而已。 多的是合同工申请
eb1b,那些基本一年一签， 更不是“permanent”, 我应该怎么说服HR这个方面。
