但是显然USCIS对不同的RD的处理优先级是不一样的。后提交的case先出来的可能性大
一些，这样使得被delay的case整体向前缓慢移动。目前delay的峰值在2014-10，也就
是说delay12个月以上的case可能会不断出现，大家安排自己的工作和签证时要考虑到
这一点。
